India Boosts Clean Energy with Small Hydro Scheme

The Union Cabinet has officially approved a major initiative to strengthen the nation’s renewable energy sector. Known as the Small Hydro Power (SHP) Development Scheme, this project comes with a significant financial outlay of ₹2,584.60 crore. Spanning from the current financial year through 2031, the program aims to add 1,500 MW of power capacity by focusing on small-scale river projects.
This scheme specifically targets small hydro projects with a capacity between 1 MW and 25 MW. Unlike massive dams that often lead to environmental concerns and displacement, these “run-of-the-river” projects use natural water flow. This approach makes them environmentally sustainable and ideal for remote areas where large-scale infrastructure is difficult to build.
A primary focus of the new policy is the development of hilly regions and North Eastern states. To encourage growth in these areas, the government is offering higher financial assistance. Projects in the North East and border districts can receive up to 30% of the total cost as support. Other states are eligible for up to 20% in central assistance, ensuring a balanced growth across the country.
Beyond providing clean electricity, the scheme is expected to be a massive job creator. Estimates suggest it will generate over 50 lakh person-days of employment during the construction phase alone. Furthermore, the initiative mandates that all machinery must be sourced locally. This move supports the “Atmanirbhar Bharat” vision and helps build a strong domestic manufacturing base for green technology.
By focusing on decentralized power, the government aims to reduce transmission losses and provide stable energy to rural communities. With a total investment potential of nearly ₹15,000 crore, the Small Hydro Power Scheme is set to be a cornerstone of India’s journey toward a sustainable and energy-independent future.
